WORLD MIGRATION FORUM 2024 NEPAL
"Redefining Labour Mobility: From Recruitment to Reintegration"
KATHMANDU DECLARATION
Acknowledging that labour migration has become the contemporary world’s biggest phenomenon, with South Asia the major center of labour force mobility, and mandated by the discussions on the various pressing issues during the convening of the World Social Forum 2024 Nepal; understanding world economy has been greatly contributed by the migrant workers while the notion of global village and brotherhood of people being greatly realized by the labour movement; recognizing migrant workers’ contribution to in the countries of origin through remittances, skills and experiences, and to the destination through labour force in their economic growth;
We express our solidarity to the slogan “Another World is Possible” and declare as follows:
- It is the responsibility of all the stakeholders to come together in addressing the global challenges that drives migration across the globe;
- Regions around the world should start dialogues to address the issues prevalent within the respective region and express solidarity; the sending countries in the same region should have a common voice to ensure the protection of the rights of migrant workers. The sending countries of respective regions should develop a standard employment contract.
- All actors, including policy makers, migrant workers' rights organizations and workers themselves, need to work towards the dignity and rights of migrant workers and the members of their families in recognition to their contribution to the socio-economic development of both the countries of origin and destination;
- With the increasing realization of nexus between climate change and migration, the world should work towards exploring the reality that people are increasingly adopting migration as adaptation and all nations should generate evidences and change policies as the entry point for addressing the issue;
- Migrant workers' safety, security, access to services and justice, social security, among others, should be guaranteed at all stages of migration; and, BLAS and MoUs are the major tools;
- National legislatures should be in alignment with the international standards, and we should come together to support the government in this initiative;
- We adhere to the gender responsive governance of migration in the world;
- We work towards ensuring fair and ethical recruitment and adhere to the policy of employers bearing the recruitment cost of migrant workers;
- The concerned stakeholders should contribute towards skill recognition and certification in order to maximize the benefits of labour migration; countries of destination should be made accountable for reintegration of migrant workers back home;
- Global partners should work in collaboration to help nations to promote regular pathways, seasonal migrant and minimize the adverse effects of labour migration.
