Misson:Blind Youth Association Nepal (BYAN) is a non-political, non-religious, not for profit Non- Governmental Organization (NGO) established by the Blind and Partially Sighted (BPS) youth of Nepal. It is a national association for youth aged between 18-40 years. Founded in 2011 and registered with the District Administration Office, Kathmandu in 2012 and affiliated with the Social Welfare Council of Nepal. It is the only organization established by the Blind and Partially Sighted (BPS) youth of Nepal with a broader vision with People with disabilities of Nepal enjoying a dignified life in an inclusive society. As a rights-based organization, BYAN intends to play a proactive roles in the formulation, amendment and implementation of BPS related legal provisions, and in organizing and capacity-building of BPS youth across the country. It is a national youth with disabilities led organization having its 10 chapters across the country with more than 815+ General members. The major working area of the organization is promotion of inclusive and accessible education, Employment and self- employment promotion, civic engagement and political participation of persons with disabilities and promotion of their right to health; including reproductive health rights,, menstrual hygiene and comprehensive sexuality education. BYAN is also working with advocacy work for the protection, promotion, and utilization of rights of blind and partially sighted people, raising awareness of BPS issues and abilities so as to create positive attitudes towards the blind and partially sighted people and PWDs as a whole. The organization is also undertaking works on disaster risk mitigation measures of people with disabilities and blind and partially sighted people, including re-habitation works. BYAN always stresses the principle ‘Nothing About Us, Without Us.’ We believe that discriminations against persons with disabilities in the form of restriction, distinction and exclusion exist as a consequence of persons with disabilities being left behind in their representation in political system, governance affairs, policy/decision making process and justice system. To address this status, BYAN is working with its advocacy and lobby activities with the relevant stakeholders; I.E. Election Commission Nepal, political parties, parliamentarians, federal, provincial and local governments and other youth led organizations and CSOs to ensure accessible electoral system, fair and adequate representation of persons with disabilities in the political party structures and parliament, decision making bodies in the state and inclusion in the civic space and mainstream youth movement led by various CSOs. In the field of civic engagement, political participation and access to basic human and fundamental rights, BYAN is also working to involve youths with disabilities in the policy making affairs, by strengthening their institutional and individual capacity for the effective and meaningful advocacy, informing and training the youths with disabilities about the democracy, parliamentary system and legislative process, making them aware of their fundamental and constitutional rights ensured by the constitution of Nepal, basic human and fundamental rights and disability rights ensured by the national and international human rights instruments and ultimately empowering them to claim rights available for them by using available tools and avenues, I.E. by filing RTI to seek information on the disability related programs/policies framed by the local, provincial and federal government and taking the pressing issues before the court of law to access adequate remedies. Part of its activities also comprises sensitizing disability rights issues, including their right to political participation and inclusion in policy formulation to the youth led organizations, other CSOs and general public, by mobilizing the groups of youths with disabilities with their effective and meaningful strategic advocacy and media engagement to highlight the disability rights issues to achieve the intended goal.
